Since you have had hemorrhoids in the past, mostly likely that is what it is. Do follow up with a doctor, butt with your age, family history, and last scope, I suspect they will just check your rectum for hemorrhoids. Especially if it's itchy, that hemorrhoids.

P.S. Forgot to add, try drinking a LOT more water or liquid, it might help with constipation issues.
