Thank you, Julie. I did not know that (though I'm not surprised, as they have huge , strong feet for digging). No, my fence stops about 3 inches under the ground level. As I said, however, I don't see where the rabbits could be digging a tunnel, but I guess that's their profession, so they're probably sneakier than I thought. (dumb bunnies, you know?)
The top of the fence was not securely fastened to the 2x4s that form the top of the fence, so I think they were climbing in and out that way, thus avoiding the electric strand. However, I fixed that yesterday, and tonight I'll lower the strand a few inches so they can't get under it without getting zapped.
In my darker moments of hate and despair, I considered just plugging the electric strands directly into my house AC/120 for a fatal jolt, but have concluded it would be both irresponsible and unnecessary overkill, so to speak. Trapping and relocating them into an alien environment might be even less humane, but easier on the superficial conscience. Best just to keep the beady-eyed little bastids out. Letting 'em pine for my goodies from the other side of the fence ought to be retribution enough. Let 'em think about what they did.
BTW, the groundhog causing all the trouble is named Ratso. He currently lives in my wood pile. One of his buddies had an unfortunate encounter with a shovel while conducting a raid. I think Ratso witnessed that, so he's been avoiding me lately.
